The massive layoffs of copy editors at the South China Morning Post, Hong Kong's largest English-language newspaper, has apparently caught up with it. While almost all copy editors there are native-English-speaking expatriates, you shouldn't need to be able to read Chinese to catch this faux pas.

I don't understand the purpose of including the Chinese rendering of the president's name in an English-language newspaper.

Phil, my guess is that it's done as a courtesy to the publication's non-native-English-speaking readers, many of whom (I presume) have trouble with the English transliteration of Chinese names, especially those names not in the news all the time. A name like "Hu Jintao" isn't likely to cause confusion, of course; it seems the transliteration is done with everyone with a Chinese name for consistency.
