Once upon a time, the President of the United States made an annual speech called the State of the Union address. It was an important speech, but it had a bad effect on the self-important, which is to say, everyone else who liked to give speeches. Some governors said, "What a swell idea. Let us give State of the State addresses." Some county executives said, "What a swell idea. Let us give State of the County addresses. Some mayors said, "What a swell idea. Let us give State of the City addresses." And so it goes:
