Looks like a web appropriation of broadcast journalese: "Our top story tonight..." They probably figured, "Hey, we have a top story [and not much else]; why not call Steve's snapshot our 'Top Photo'?" Or am I missing something else?

It's in the site's design, not the editing. My old paper had the same thing when lead art was a standalone. I asked the web guy if it could be changed so that the art could be given a real overline, but he danced me around with something about it being fixed in the template. In other words, yeah, but it's too much trouble.

Yup. My former employer had the smallest circulation of dailies in the state. And a skeleton crew.<p>By the way, when I said "web guy" earlier, I meant the guy with the company that designed the template. I edited and posted all the web stuff. (Don't most city editors?)<p>/sarcasm
