This is gruesome, but from the stories I've read, recovery authorities realized they had misidentified body parts as having come from more than one person. That's how awful the bombs' effect was.

Grammatically, yes. Stylistically, I would stick with "effect" because "impact" would make it sound as though the bombs collided with something before detonating.
