Testy editor 1: "I can edit better than you can!"
Testy editor 2: "You cannot!"
Testy editor 1: "I can to!"<p>Would you use "to" or "too" in the last bit? Neither one seems correct to me. Is editor No. 1 saying he edits "too," or is he using some form of the infinitive?

The word you want is "too." The third definition of "too" in Merriam-Webster's is "so." And that meaning of "too" is preserved only in the usage you cite, I think.
