The size of the paper and the type of job you apply for typically dictates how much layout experience you need. At smaller papers, you need to have more versatility. At larger papers, I've heard most people either copy edit or lay out pages, not both. At my work, making deadline seems to be the most important part of my job, so knowing how to lay out pages quickly is quite handy.
