Syria rejected the charge without denying it. (New York Times)<p>Iraq's information minister also denied the U.S. accusation, calling the claims "baseless" and Rumsfeld "ridiculous."

What does it mean to reject a charge without denying it? The Times phrasing is confusing, if not contradictory.
