From a Knight Ridder sidebar regarding NATO/Iraq news today: "Germany, France and Belgium invoked Article 4 on Monday in vetoing a U.S.- backed measure to authorize NATO to protect Turkey in the event of an Iraqi attack."<p>From the Knight Ridder story that goes with that sidebar: "Turkey called Monday's meeting of the 19 allies, invoking the NATO treaty's Article 4 to call for security consultations for the first time in NATO's 53-year history."<p>And from AP: "Later Monday, Turkey requested emergency consul tations under NATO's mutual defense treaty."<p>I'm guessing Turkey did the "invoking," and the first sample I pulled is using "invoking" in the looser sense of "bringing about." Concur?
