Was this from a staff reporter? An intern? A freelancer? A third-grader?
How was it handled?

No, no. Nothing so heinous. It was a letter to the editor. Personally, I wouldn't have read any further after a whiz-bang opening like that. It would have gone right to the garbage.

Actually, with a letter to the editor, I'd be somewhat charitable. There are a great number of inarticulate people out there, or people who can't express themselves well in print ... their opinions aren't necessarily any less valid or any less worthy of airing because of that. Many papers, including ours, have someone on staff whose job includes working with letter writers in an effort to be certain of just what they intended to say, and saying it with the utmost clarity and economy (not to mention the need to meet certain legally defensible threshholds).
And, of course, Martin Luther WAS the founder of the Lutheran church ... so "Martin Lutheran" may simply be a euphemism of sorts (though one not heard before by me).

What he obviously wanted was Martin Luther King, and he simply got a little confused.
We get letters that are astounding in their idiocy. It makes us wonder sometimes just who our readers are!
