I'm waffling on punctuation for this sentence:
>>> In May, he was Howard Who.
I wonder if the column writer's way doesn't allow the point of the sentence to come through. I played with
>>> In May, he was Howard Who?
before deciding the whole sentence isn't a question, then tentatively decided on
>>> In May, he was "Howard Who?".
but I feel odd about it. Can anyone help?

The last seems the most clear version, for what it's worth.
Of course, there's also the possibility of recasting the sentence to say, "He was 'Howard Who?' in May."
