Although he set no timetable, Mr. Rumsfeld framed the unfinished military task so broadly that it seemed certain that the military campaign could take weeks, if not months, as the Army and Marines confront what is left of the Iraqi army and as special operations forces and Central Intelligence Agency officers use a cash reward system to track down thousands of Hussein loyalists. (New York Times)<p>***Looks like "bribery" to me.***

"anything, esp. money, given or promised to induce a person to do something illegal or wrong" and 2. "...to induce a person to do something against his or her wishes."
