Since when is 40,000 "midsize"? When I worked for a 40,000-circ paper, we called it "small."

Well, from this bio, I think when they say "copy desk," I think they mean design and headlines:

As copy desk chief, he develops schedules for the design staff in addition to design duties, which include building the newspaper's front page four days each week.
