That sounds to me like the individual worker equivalent of the tax breaks cities give businesses for moving in. If that's what it is, it sounds like a pretty neat idea.

It's a city of Enid program. Looks like you could get the same deal by moving there to manage the Dairy Queen.

The Dairy Queen job, of course, pays a bit more -- and it offers some nights and weekends off, plus discounts on ice cream.
