Either of the above is possible. But not both.

ETA: It only now struck me that the column seems to push blogging not as a chance to put your expertise on display but as a way to seem more competent than you are. If that is indeed the case, then the writer has forgotten it's not 2001 anymore. (Similar to those who are writing "I tried out/don't intend to try out this new thing called Twitter" pieces two years late.)

Yup, I think any hiring supervisor who'd be impressed by this would be too clueless to work for.

It depends. If the area in which you're offering consulting services is "blogging," then the less, the better.
