How often do people skills actually trump web skills like HTML, SEO, video production and so forth when it comes to hiring someone for online positions?

I don't know anything about this particular company, but I've seen some where "people skills" [if you mean brown-nosing, or patience under stress from bad management, understaffing or technological problems] did mean more than ability.

Is the Internet confined to San Diego?

Maybe they should raise their sights a little. Aim higher. Why not try for best darn online product on the west coast. We'll never see it in the midwest or on the eastern seaboard, so they don't have to worry about competition on the other side of the mountains, which are known to block Internet transmissions.
