It will take more than $10 million in renovations over two years to change the three-story limestone and marble courthouse into a modern medical facility.

Currently, the building's rotting, water-stained floors are littered with crumbling bits of its ceilings. A tipped over tree lies on the steps outside, near mounds of trash—a deflated basketball, liquor bottles, an errant shoe. A group of cats lives upstairs. The courthouse's operating systems[*] all need replacing. Walls, plastered with graffiti, are cracked, and there will be weeks of clean-up.
